Not scholarships per se, but a resource which was to have "public benefits for the community" has now been redirected into "specific benefits for some consultant".
One way to "solve" the problem: simply rezone the area commercial/industrial, anyone who wants to relocate can sell their property at a nice profit, and PGV's new neighbors will no longer have a "consistent land-use" conflict. No additional funding required.
