It may be a good idea depending on how the program is implemented, but as leilanidude points out there's a good chance state administrators will benefit in jobs and wages more than the elderly themselves.
There's another way to look at it as well. Think back about 100 years. When a retired parent needed help the younger members of the family provided it. Nobody asked for a government program to do it, because it was your mother or father or auntie or uncle. It was difficult for the care providers back then too, but they managed. Humans have managed eldercare since we've been... human. The last hundred thousand years or so.
