Immediate ban on new cesspools in Puna?

There is absolutely no way that projected population growth in Puna can be serviced exclusively by cesspools. There is no way any government can afford to run hundreds of miles of sewer pipe through solid rock for centralized water treatment. Some sort of distributed septic / composting technology will have to be imposed by decree at some point. This is not government interference, it is basic common sense. Puna is the last affordable oceanside property in the USA and it has been discovered.
