Immediate ban on new cesspools in Puna?

It's good to see that some sense prevailed and the new rules don't require the conversion to septic systems for existing homes. Many of those systems will eventually be converted voluntarily and cess pits will slowly fade from existence. I still have a hard time believing that someone more than a mile from the ocean has much effect on the foreshore water quality, but aquifers are a concern for county water sources I'd expect. Contamination of drinking water supplies has occurred from cattle, by the way, so animals can cause issues when collected in large groups for long periods of time near community water sources. I wonder what the science is on 1 acre lots on our Island?
