Lots of misinformation and speculation here over what is considered settled science. Lava rock is very porous thus no need for perc tests here. Septic systems release much less harmful bacteria and solid toxins into the aquifer and ultimately the ocean. On the mainland where aquifers are deep and capped with things like clay or sandstone, water may take millennia to reach the aquifers. Here, in many places I would be surprised if it took weeks. Regardless, septic systems are safer for the environment long term than cesspools. As the population inevitably grows, the overall impact on the environment must be lessened. I am glad to see this has finally passed.
