You're correct dakine, there is no infrastructure at or near the Mt Saraswati site in India. Today a bridge collapsed in Calcutta killing dozens. The NPR report made these two comments:
Poor quality construction
Years behind schedule
That is in one of the major cities in India. Imagine if a cutting edge observatory had to be built in a remote mountainous area, a 10 hour drive from the nearest real town, with no electricity, phone, fiber optic cable, pretty much nothing in place? What would be the cost savings over building it in Hawaii?
