Consider the Superferry. They went through almost the same dysfunctional approval process, complete with the whole breaking of the rules and challenges in court as well as all the social pushback and they lost a gazillion dollars in the process. What are the attributes and why is it a good location for the TMT? Try and keep it short and scientifically accurate. Thanks.
