Woody was excluded
Richard Ha is a businessman, and as far as I know Woody isn't. There's a lot more involved in growing plants indoors on a commercial scale, and managing a sales division, than just being a long time supporter of the product.
Richard Ha has all of that experience, Woody probably doesn't. As someone pointed out earlier, the State of Hawaii wants to work with a dispensary operator who will send in those tax checks, probably very large tax checks.
