Lee - it's what drivers in the UK are taught to do and they are thoroughly tested on this when applying for a license. The exception is if you're heading straight on. In that case you don't signal until you pass the last exit before yours. I don't know if the same applies to US states, but Paul explains the reasoning very well. It works very well but does require drivers cooperating and following the rules.
