I'd rather have an honest and intelligent person like Richard Ha growing the pot instead of people who have no problem breaking the law.
Richard Ha will still be (honestly, intelligently, knowingly) violating Federal law.
Anyone remember State's refusal to honor Hawaii County's LLEP ordinance, which was based on the idea that Federal rules always trump local laws?
Irony: dispesary licensees are putting their permits at risk by engaging in any "illegal" activities ... such as acquiring seeds and/or cuttings with which to start operations. (State might be able to ignore things happening within its borders, but importing anything from another state or country would be a clear violation of Federal law.)
Let's compare this to the TMT
A very apt analogy: both are based on "selective interpretation and enforcement" of the existing rules and laws (which "apply to everyone").
