terrestrial telescopes are obsolete
Fine. Let's use the tech manufacturing sector to design/build robotic interstellar probes, launched from the Kona spaceport.
I realize that's three kinds of development on five kinds of sacred land, but even if it weren't, this place is way too expensive for tech ventures, so that's a non-starter.
Perhaps it's technology itself which is obsolete, here in paradise? Fine. Let's build a series of permaculture working farms to provide enough work, food, and shelter for all the homeless and financially downtrodden.
What? Can't get permits for that? Fine. Let's write some grant proposals to fund studies of why everything is so difficult. It won't create jobs* or provide food or shelter, but at least the homeless people won't freeze to death. Because paradise.
