If it's really that important -- as in "telecommuting means I get to live here in paradise" -- then it might not be a good idea to rely on consumer-grade bandwidth; as you can see, there is no "guaranteed service level".

Not fit for the purpose -- get some proper aerial drop wire, or run conduit for the cat5. (You don't have to bury the conduit for low-voltage.)

losing connectivity when the rain is coming down hard

Leaky junction box will do this -- and it's probably not "theirs", maybe put a little roof on the NID at your meter pole?

tried offering to pay an extra fee to get some priority service

Pay extra for better service; it includes the "priority". It's not cheap, but (again) if it's really important, it's worth the expense.
