I recommend the most basic efforts of:
1. checking references and license status
2. Using a clearly written agreement - this should describe what is not provided as well.
3. Payments in phases geared to signed off inspections by the building department.
remember this too. Construction is also a supply and demand market. work was very slow here for a long time, then it got very busy very fast. Not all these prices are gouging if you remember this. You too might raise your rates under these circumstances - and drop them when the public resists.
