Sounds like they are encouraging unpermitted houses. I could understand a 1k$, but 10k? Thats ridiculous. Who's to say that money is spent on roads if the current administration is gone in NOV.! It is much to high of price to pay for the small guy trying to scrape a way up. How about we charge them 10k each for opening their fat mouths.
