I was using the more recent 1997 master plan ... which also calls for retail/commercial, parks, schools, etc. to be located inside the subdivision. (One could also refer to the PCDP, which suggests the same idea yet again.)
It's funny (not) that the original plat left room for these things -- same with Nanavale -- one big reason their vision of a shopping center failed was (act surprised) there's not enough road to carry the truck traffic necessary to stock a retail store...
