If we really wanted to enforce 100% compliance of all rules and regulations in effect here, it would require the entire population of the Big Island to be employed as Hawaii County investigators and inspectors.
At which point some "goody two-shoes" would be accused of "gaming the system" since they wouldn't be subject to any fines, thereby "not doing their part" to contribute to the "economy".
But, at least we would finally have "rules and laws ... for everyone ... at all times."
