Totally agree with this majority view of priorities.
Problem being, the "majority view" is mostly decided by "people who had time to attend the meeting".
the majority of those packing Hilo Council chambers are retired, followed by self-employed and working for nonprofits. The group was primarily 60 years and older
I especially liked this bit:
