well, if the light was setup as an "adaptive" light...
Say from 5:30 AM - 8 AM have the signal change every 5 minutes with a longer green light.
From 8:AM - 3 PM have signal change every 10 minutes with a shorter green light.
Seems like they are backwards everywhere around here. The highways should have priority over side streets. How hard would it be to make the side streets have two lanes to let more traffic through at a faster pace?
Other wise, yeah, if they are setup like the lights in Keaau, as soon as someone runs over the sensor the light turns red, it's gonna be hell... Not just in time but in resources.
Just wait till the get one at the dump, shower, paradise, makuu, ainaloa... A couple more at shipman ... it will be gridlock in no time, as none of the lights are timed with the flow of traffic or are they adaptive.
