Ohia trees are dying rapidly, Why?

Yes Kalakoa, planting new trees should happen. What should or could be done with the millions of dead or dying Ohia before then?
California is planning to do this:

Should wild fires be a greater concern on the big island in places like Puna, Kau, or Kona due to the extra fuel left behind by this ROD?
