Just a few weeks ago I was driving back home on 130 at about 6:30-7:00 pm and had just gone through the process of crawling along and merging at the old bottleneck after the shoulder lane was closed. During the crawl, I had slowly passed a cop car with its light turned off, so assumed the officer was off-duty, and after merging he was a few cars behind me.
The drive on 130 was relatively slow, about 30-40 mph due to the amount of traffic, but about a mile after the merge, I noticed headlights in the closed shoulder lane getting closer via the passenger door mirror. I wondered what might happen.
Sure enough, blue lights got turned on and the officer switched into the shoulder lane to pull over the driver. I kept glancing in the wing mirror and saw the driver had now turned on their hazard lights, as if to say "hey, my car is broken, that's why I'm driving in the shoulder lane", but wasn't stopping.
Then the siren went on yet despite that he only slowed down and didn't stop. Finally, he pulled over at the little layover spot about a half mile before Shower.
I hope the officer ticketed him for everything, including failing to stop, but at least it was very satisfying to watch!
