I don't know about FedEx or UPS but I have been able to get Post Office Box delivery from companies that don't ship to P.O. Boxes this way:

At the end of my street address (which the post office does not deliver to) I add my box number this way bx100.

Then, most critically, I use the zip+4 as in 96778-0100

So far it works without fail.

By the way my box number is not 100.
