How can anyone prove what "race" they are or aren't?
Technology solution: sequence the DNA of all voters to determine their blood quanta and rank their votes accordingly.
Simpler solution: for purposes of voting, "race" is usually a proxy for "money". Simply collect the tax ID of all voters, then rank their votes according to total income and/or assets for the previous fiscal year.
people who think others are less worthy
I don't think anyone is "less worthy", but nor do I think it's fair for "some people" to block scientific progress and hold the economy hostage. If they were proposing an alternate use for Mauna Kea that would generate more revenue than TMT, that would be a different discussion. Driving jobs and money away to another country is not a good investment in the future of our ("their") island.
