Those interested in pursuing this topic might want to think about the allied question of what to do with all the feral chickens. In some parts of Hilo there are huge numbers.
On Oahu, when people started killing the roosters near their homes (which I support), the Humane Society got all agitated and kept trying to get the police to arrest the offenders. The issue was never resolved. Police and prosecutors were ambivalent, other than regarding the obvious prohibition about using guns or bows to kill these pests.
Seems East Hawaii ought to address this also. You can set rules regarding the number of chickens that can be kept on lots, but if their feral population is expanding everywhere......
