Experience with Hilo/Verizon extended "warranty"

Never buy a cell phone through the carrier... They all disable that ability.

My experience has been the opposite. Can only activate hotspot if you get your phone/plan from the carrier. It's the only reason why we have a phone/plan through Verizon.
