Aloha Rick,
Whether any residential subdivision is in commuting distance from work depends on where you are working. If you do not already have specific jobs lined up when you arrive, you might do well to rent a temporary home first, and not make any decision on buying property until your employment is established.
There is an Equestrian Center at the Panaieva Zoo near Hilo which provides riding lessons and sponsors an annual rodeo; someone there may be able to provide the information you need.
The primary horse country on the Big Island is at the opposite end of the island, in and around the Parker Ranch in Waimea. If that is a major focus of interest for you, you might want to consider the northern part of the island in addition to (or instead of) Puna. We have friends in Honolulu who own a horse, and they are talking about moving to Waimea when they retire.
