Not only would you have no right to do so, it would be a separate crime to discharge the firearm, especially in such an unsafe manner with obvious disregard for the potential harm.
In any case: I don't believe County would use (or want, or need) drone footage of someone's unpermitted activities; they have their own aerial photos. That said, any complaint based on a drone's-eye view would be invalid on its face: the unpermitted activities were neither "visible to the public" nor "personally known to the complanant". There is ultimately no difference, however, because once you've attracted County scrutiny, you'll never get rid of them.
