Who will enforce the law?
Lots of laws on the books that are not being enforced.
Don't get me wrong........ I hate A-hole neighbors that want to plant 500 roosters on a small 1 acre lot in a housing development making it miserable for anyone within 5000 feet.
What if they buy 2 or 3 lots? Most Spaghetti lots are around 125-150' wide, I think Hawaiian Acres has the widest ones, with exception to the square lots. With all the blue tarps, sheds and shacks, unpermitted cesspools, Barking dogs, etc...etc....etc... Just add one more rule to the "unenforceable" BS that happens here on this island.
The only hope is to buy a nice lot, with well established neighbors that think alike, and if anyone thinking of buying the vacant lot, wanting to throw up a rooster, dog breeding, goat herding, etc...etc.. will instantly feel the vibes of the entire hood coming out with pitch forks and lighting up the torches.
