Big Island Video News provided some more video of the debate a week ago on bill SB3090. Things become really interesting at the 04:40 moment when Harry Kim testified. I'm not a fan of Kim, but I think he made good points and liked his idea of using Mauna Kea to teach sciences.
What riled me up, however, was Kahele's response at roughly the 06:30 mark in which he says any changes require his own input. Kim replied very well, but sorry, Kahele, we live in a democracy, changes are not up to you.

I've tried to transcribe Kahele's words below:
"Any changes to the current management structure [of the science reserve on Mauna Kea], outside of what currently exists today, would require legislation by this legislator."
