Basically anything not so outrageously sized that it clearly won't fit in overhead space is allowed as a carry on these days.
The little metal measuring cage is an effort to institute an honor system, which 95% of people choose to dishonor.
If in the rare case the airline requires you to gate check it, no big deal, they're doing you a favor. It will be in the jet way waiting as you deplane.
