The Eat Local promotion is for Hawaii, not just Puna District. On the Big Island, most produce is not grown in Puna but in Waimea and Hamakua. On Maui there are the large lettuce, cabbage and onion farms in Kula, on Oahu there is a diverse range of ethnic crops grown on the central plain west of Honolulu.
Those farmers produce 99% of the food grown in Hawaii. None of them have a rat lungworm problem.
The main crops here in Puna are papaya and other fruit. The outer skin is (mostly) not consumed, and if it is, it's smooth and easily washed. You would have make an extremely diligent effort to infect yourself with rat lungworm from Puna grown fruit. You would almost have to will it.
Eat Local promotes fresh locally grown food, most of which is produced far away from the rat lungworm problem. It promotes the availability of food that can be eaten a few days after harvest, not weeks old. The primary sources for Hawaiian grown food provides residents with healthy vitamins and minerals, not deadly viruses.
