"In a news release today, the TMT board said, "The TMT International Observatory Board of Governors at its meeting this week deferred a decision on whether to continue towards building the Thirty Telescope in Hawaii, or to consider the alternative in the Canary Islands."
I suspect much of this is due to the delay in the launch of the James Webb Space Telescope (JWST) to May 2020. The TMT wants to be operational while the JWST is still working - it has a ~10-year lifespan - so this has given the TMT construction decision a little more leeway.
