I believe the answer is this: People were driving pretty fast there; it being the airport they are going to be anal about speeding.
They could have placed 6 or so speed humps the entire stretch and achieved a good speed slowdown. But they did it on the cheap with speed bumps, installing only 3 or 4 (as I recall). (And bumps are much easier to install than humps.)
Saved money, but IMO does not conform to standard traffic engineering protocols.
