Let's pass a building code revision that requires all doors to be made of speed bumps (available from DoT, for a price) capable of stopping a shotgun round: people can keep their shotguns, neighbors can come home drunk and disoriented, contractors to install the doors, inspectors to verify compliance, DoT makes enough profit to install "free" speed bumps as necessary. Just so much winning, for everyone.
None of this will bring the sailor back, but you know, he did sign up to serve his country, at least back when that meant something.
