Rules are important: traffic safety, crime control, zoning, health (food-borne illness), etc.
Their administration draws employees/administrators who want to help the common good. But it also draws extremists, martinets who both lack a sense of proportion and get a rise out of telling people what to do.
If we let them drive 25 mph on this stretch, soon they'll be doing 30. Then they'll be doing 35 and then 45. Then they'll be barreling at 45 through the pedestrian pickup zone.
Mostly these fanatics remain low level employees. But sometimes they rise high in agencies. We see this regularly in Hawaii County.
