Tom, the link accurately describes the date in 2014 for the installation of the speed bumps on the pedestrian side, though possibly several of those bumps had been installed there earlier.
Re the new ones on the Puna side, installed several months ago, perhaps there was no notice in the DOT website (not usually read by the public in any event).
Should we expect that officials provide the public explanations for what they do? Don't they regard that as optional?
