Passing on the right is much frowned upon here. In Hilo you routinely see 15-20 cars backed up on major roads for this reason. In the past 2 years officials painted new white roadsides lines all around Hilo to deter such. (You won't see this idiocy in Honolulu or in most places on the mainland.)

Nope. Allowed only from a dedicated right turn lane. More white lines enforce such.

(My) Rule 4: When taking a left turn at a Left Turn Yield on Green intersection, pull INTO the intersection and then turn after all oncoming traffic has passed. (allows more cars to turn left) Again, Nope.
Most east Hawaii residents equate all of the above as rude driving. And local traffic officials have determined that driving customs that were the norm in East Hawaii in the 1950s are to prevail today.
