Rebecca Solnit wrote a book about the fallacy of looting during disasters, "A Paradise Built in Hell: The Extraordinary Communities That Arise in Disaster."
Yes, it does happen, but nowhere near the extent people presume it occurs. There is far more misinformation about looting, and rumors about thieving, than actual robberies during a natural disaster.
