Trailer parks probably aren't technically illegal, either, merely not codified as such in the HCC. Structurally, it's either "multiple dwelling units on a single property" (which can be allowed) or "a subdivision of very small lots" (possibly allowed with a variance).
At one time, developers were creating "condominiums" consisting of multiple detatched houses on a single lot, I think the rules have been tightened up since then.
Nobody wants an "unsightly" trailer park, but the rustic unpermittedness of rural Puna is totally ok...
