Rolling back all Raises of County employees
Beyond their authority -- raises were negotiated by the unions, at the State level.
County could have some layoffs to compensate -- except that anyone laid off has "bumping rights" to continue earning their current (recently raised) salary while holding any other position, and they're automatically considered for any open position ahead of new applicants.
Brilliant, except for the part where everyone else is forced to pay for it.
