we need big businesses to come in...

Small businesses, too. Also, expedite building permits/inspections, finaled houses assess higher and pay more taxes.

Lowe's was supposed to go on the empty acreage up by the airport, across from HPM. Not sure what happened there.

Lots of medium-urban acreage around Keaau, too, if Shipman can be bothered to do anything with it.
