Yes, most lots have an ocean view, at least until the majority of the lots get built up which will eliminate some views. At least the ocean is very close and the beach is a short distance away.

Yes, it does rain enough for a catchment system depending on the number of people in the household. Clients of mine in Puna Beach Palisades did occasionally have to have water hauled in during long periods without rain, but they had several kids and used a LOT of water.
