appeal to the US Supreme court... probably take 6 months to a year... And TMT won't wait that long.
If I remember correctly, a good part of the research the TMT will conduct is tied in with the James Webb Space Telescope. JWST’s completion and launch date has been delayed until March 30, 2021, so the TMT can afford to wait longer than their initial cut off date for a final decision on where to build. The delay tactic strategy by opponents will be far more limited in its effectiveness.
