Puna district 4 is predominately agricultural, attempts to designate it as residential through rooster control legislation... not a good idea.
Beyond that, most people moved here because they like the rural atmosphere. Threatening that, not smart. Also, because of the volcanic action, we shouldn't be zoning or trending towards a residential atmosphere, that's rather irresponsible considering the lava inundation aspect.
Keeping Puna predominately agricultural is simply the right thing to do and pushing anything that's blatantly anti agricultural is reflective of someone who simply doesn't get it and doesn't really belong here, better they move to Hilo or Kona if that's what they're after.
