Would you say that to a family that can't afford to pay rent or a mortgage? Even if it meant they would be homeless? I know a few such families that live in HA, and I'm sure there are many more. They started in tents, and now have roofs over their heads. Community members helped them with building materials and safe construction techniques.
CC&Rs often indicate nosey neighbors concerned about property values. If you're building unpermitted you don't want to live next to such people. I think it's great that people can choose to live in an area that suits them, instead of trying to force their standards on others.
