What Andrew and Jody have said is very true. Appraisers ignore unpermitted portions of the property. However, there is another option. Wells Fargo in Hilo does "renovation" loans that can bring the unpermitted portions up to code and get them finalled and include the cost of those renovations by a licensed contractor. They are the only company I know of on the island offering that. I had a client do one of those with them, and while its more work (there were something like 3 separate inspections involved), it can be done.

The plus side is that once you complete and final the unpermitted parts, the house is worth more.
