Ripping also creates drainage. A driveway which becomes a pond when it rains is no fun.
Unpermitted is really a matter of appearances vs how much your neighbors care. HPP lots are small enough that it's hard to hide, so make it pretty enough that nobody complains; if someone is pulling the permit history then you have other problems.
Don't worry, County will "discover" your building anyway, assign a valuation, and send you a property tax bill -- but any actual "enforcement" is still complaint-driven.
