In Hawaii when they stop working on the roads, seemingly randomly for weeks or months, the cones always manage to stay out. Someone here on Punaweb pointed out that those are union cones. They have unions in Alaska too, but they don't control the government.
Maybe it IS the climate? In many parts of Alaska you have a good 60 day window each year to paint lines on the road. If Hawaii had that limitation, we'd have bare roads, year round.
