I'm just trying to understand how it takes so long to open a business in an existing building with proper zoning. No SUP was required, no upzoning, no State Land Use boundary adjustment, no construction. The building already included a certified kitchen at one point, and was built recently enough that it should already have been completely compliant (or nearly so) with current code requirements.

Lehua's had no problem operating after KFC left; it didn't take them years to open.

Lucy's managed to refit an existing restaurant in a couple of months, so it's definitely possible for permits to be issued in a reasonable timeframe.

We're supposed to "keep our money on the island" by frequenting "local" business, yet only the big corporate name brands can afford to pay rent for a year or two while waiting for permits to be issued. Meanwhile, County keeps telling us there's no money, even as they arbitrarily constrain our tax base by refusing to allow businesses to serve the public. Luquin's is just the latest poster child.
