Maybe this urinal can be the "Wall Drug" of Puna? They can setup road signs all over the island "Only 100 miles to the urinal worthy of a years-long permitting process!" to hype up the suspense. I bet this would even be worthy of a bathroom attendant to do crowd control when he's not handing out paper towels and offering cologne and gum next to the tip jar.

This could be the urinal that puts Luquin's on the map and maybe even it's own wikipedia page.
