Build or Buy Existing Home?

Once the house is finished the owner and the GC have to publish a Notice of Completion two times (once a week) in the local newspaper. The newspaper will file the NOC with the Bureau of Conveyences. People who worked on the house but didn't get paid have 30 days to file a Mechanic Lien.
